Secretary Napolitano Meets with Global Airline Industry Leaders in Geneva to Strengthen Aviation Security Standards
Secretary Napolitano Meets with Global Airline Industry Leaders in Geneva to Strengthen Aviation Security Standards
Release Date: January 22, 2010
For Immediate ReleaseOffice of the Press SecretaryContact: 202-282-8010
Talks Build on Ministerial Consensus Reached Yesterday in Spain to Coordinate on Urgent Enhancement of International Aviation Security Standards
Geneva—Department of Homeland Security (DHS) Secretary Janet Napolitano today met with members of the International Air Transport Association (IATA)—which represents approximately 230 airlines and more than 90 percent of the world’s air traffic—in Geneva as part of the Department’s ongoing efforts to work with the airline industry to meet both international and U.S. Transportation Security Administration (TSA) security standards.
“Effective aviation security relies upon close coordination between airlines, government and law enforcement to identify, deter and disrupt threats,” said Secretary Napolitano. “I am committed to working closely with the airline industry and my international counterparts to strengthen global aviation security standards for passengers traveling to the United States and around the world.”
During today’s meeting—which included IATA CEO and Director General Giovanni Bisignani and leaders from approximately 20 airlines from across Europe, Asia, Africa, the Middle East and North America—Secretary Napolitano emphasized the airline industry’s important role in implementing stronger and more effective international security measures to protect the traveling public.
She outlined four broad areas for international public-private collaboration that will help bolster efforts to protect the aviation system while facilitating legitimate travel: improving information collection and analysis; increasing information sharing and collaboration in passenger vetting; enhancing international security standards; and deploying new screening technology.
Secretary Napolitano also met with officials from the International Civil Aviation Organization (ICAO) in Geneva on these issues.
Secretary Napolitano’s trip began yesterday in Toledo, Spain, where she met with her European counterparts to discuss ways to strengthen international aviation security standards—the first of a series of global meetings intended to bring about broad consensus on new international aviation security standards and procedures.
“Yesterday, my European counterparts and I reached consensus on a way forward to strengthen the international civil aviation system through enhanced information collection and sharing, cooperation on technological development, and modernized aviation security standards,” said Secretary Napolitano.
Earlier this month, Secretary Napolitano dispatched Deputy Secretary Jane Holl Lute, Assistant Secretary for Policy David Heyman and other senior Department officials to meet with government leaders and major international airport executives in Africa, Asia, Europe, the Middle East, Australia and South America to review airport security procedures and work on ways to collectively bolster our tactics for defeating terrorists.
The Transportation Security Administration (TSA) does not conduct screening in international airports. All last point of departure flights to the United States must meet minimum standards set by ICAO as well as any additional security standards set by the TSA.
Following the attempted terrorist attack on Dec. 25, TSA issued a new Security Directive, developed in consultation with law enforcement officials and domestic and international partners, which mandates that every individual flying into the U.S. from anywhere in the world who holds a passport issued by or is traveling from or through nations that are state sponsors of terrorism or other countries of interest undergo enhanced screening.
The Directive also increases the use of enhanced screening technologies and mandates threat-based and random additional screening for passengers on U.S.-bound international flights. DHS also bolstered security at domestic airports through additional explosive detection canine teams, law enforcement personnel, Behavior Detection Officers, enhanced screening and other measures both seen and unseen.

New Study: Airport Screening Deemed Insufficient by Large Segment of Travelers Full body scans preferred over 'pat-downs' at checkpoints
New Study: Airport Screening Deemed Insufficient by Large Segment of Travelers Full body scans preferred over 'pat-downs' at checkpoints
Also, planned travel on the riseSAN FRANCISCO, Jan. 8 - Nearly half of American leisure travelers feel that airport passenger screening techniques are inadequate. In the national State of the American Traveler survey conducted this week by Destination Analysts, 47 percent of American leisure travelers reported they either "Agreed" or "Strongly agreed" that airport screening techniques were not sufficient. Only one-in-five travelers believe that passenger screening is adequate.
Travelers are also seven times more likely to prefer full-body scanning technology versus pat downs at security checkpoints. In a follow-up question, Destination Analysts discovered that the majority (57%) of travelers are either "Comfortable" or "Extremely comfortable" with the use of such technologies--with only about 16 percent being "Uncomfortable" or "Extremely uncomfortable" with full-body scans.
Other notable early findings of the study include Americans' expectations for their future travel and spending appears to be on the mend. 33 percent expect to increase the number of leisure trips they will take in the coming year, up from 28 percent last July. Meanwhile, only 14 percent of American leisure travelers expect to cut back on their travel, compared with 20 percent last July. Similar improvements were seen in expectations for spending on leisure travel, with both areas approaching 2008 pre-recession levels.
"We expect to see modest increases in domestic leisure travel and spending in the upcoming year," says Erin Francis-Cummings, Managing Partner of Destination Analysts. "Despite economic pressures and security threats and uncertainty, Americans are more upbeat about their travel prospects than they were six months ago."
The State of the American Traveler survey is conducted every six months by Destination Analysts. The Winter 2010 survey was conducted online amongst a nationally representative sample of adult Americans. From January 5th-6th, surveys were collected from persons who had traveled at least once in the past 12 months for leisure. In total, 1,011 travelers completed the survey, which has a reliability of +/- 3.1%.
The final report will be available on Monday, January 25 at www.destinationanalysts.com. A preview of selected results can be accessed at http://www.destinationanalysts.com/Airport-Screening-Insufficient-Press-Release.htm

General Dynamics (NYSE: GD) Opens New Data Center in Support of the Department of Homeland Security
FAIRFAX, Va., Jan. 8 2010 -- General Dynamics Information Technology, a business unit of General Dynamics (NYSE: GD), opened a enterprise data center in Westminster, Colo., to serve as the Technology Operations and Maintenance Infrastructure Support (TOMIS) program's IT operations center on behalf of General Dynamics' customer, the Department of Homeland Security's U.S. Citizenship and Immigration Services (USCIS). General Dynamics was awarded the TOMIS program contract in 2007.
This new Leadership in Energy and Environmental Design (LEED)-certified operations center will meet the need for centralized, around-the-clock nationwide information technology (IT) enterprise service support with enhanced network and security monitoring. The facility will employ approximately 100 skilled IT workers when fully staffed including service desk agents, IT security specialists, network engineers, systems engineers and system administrators for DHS as well as other GD clients. These functions require a secure, stable information technology infrastructure."
This is General Dynamics Information Technology's first dedicated data center. The company built the facility from the ground up from selecting the building to designing the layout to outfitting the operations center with the latest, state of the art technology for quick and efficient response to customer concerns. The facility has room for expansion to accommodate any future programs that may require round the clock IT support and maintenance.
As a trusted systems integrator for more than 50 years, General Dynamics Information Technology provides information technology (IT), systems engineering, professional services and simulation and training to customers in the defense, intelligence, homeland security, health, federal civilian government and commercial sectors. OSI Systems (NASDAQ: OSIS) Awarded 10-Year Contract for Cargo Turn-Key Scanning Solution by Puerto Rico Ports Authority
OSI Systems (NASDAQ: OSIS) Awarded 10-Year Contract for Cargo Turn-Key Scanning Solution by Puerto Rico Ports Authority
•New Business Model for OSI Systems – Fee Per Scan Turn-Key Solution includes Equipment, Operation and Maintenance Services
HAWTHORNE, Calif January 7th --OSI Systems, Inc. (NASDAQ: OSIS), a vertically-integrated provider of specialized electronics and services, today announced that it has been awarded, through its Rapiscan division, a 10-year contract from the Puerto Rico Ports Authority (“PRPA”) to provide a complete turn-key solution resulting in the scanning of all containerized inbound cargo at the Port of San Juan. Under the terms of the contract, which includes two renewal options for an additional five years each, Rapiscan will provide cargo scanning services using multiple Rapiscan Eagle® high-energy X-ray systems at various locations at the Port of San Juan. The Port of San Juan is a major cargo hub in the Caribbean, handling nearly 1.7 million TEU’s (Twenty-foot Equivalent Units), including both inbound and outbound, in 2008.
OSI Systems CEO Deepak Chopra stated, “The cargo scanning initiative at the Port of San Juan represents not only a new business model for the Company but a new model in port security as a first-of-its-kind program which would result in the scanning of all inbound containers at high throughput and low cost. To fulfill the PRPA’s stringent technical and logistical requirements for this ground-breaking project, we have designed a fast, efficient and comprehensive solution based on our operations expertise and our state-of-the-art Rapiscan Eagle® high energy X-ray systems through the Company’s newly initiated Screening Solution Business, S2 Global.”
“Moreover,” Mr. Chopra continued, “the S2 business substantially expands the size of the market we address, by opening new opportunities with customers who are not in the market for outright ownership of scanning equipment, or are otherwise seeking the efficiencies and operational expertise offered by our turn-key solutions team. As more ports around the world implement U.S.-mandated cargo inspection processes, we expect opportunities for our Screening Solution business to grow. We believe this newly-added business model will, in the long run, significantly enhance our opportunities and financial results in our Security Division.”
Ajay Mehra, President of Rapiscan, added, “We specifically targeted the Port of San Juan for this project as one in which we are able to showcase the type of comprehensive, turn-key, custom-tailored solution that is uniquely available from the Company’s Screening Solution business, S2 Global. The S2 business, led by Jonathan Fleming, former COO of the U.S. Transportation Security Administration, is an important addition to our historically technology-centric, manufacturing-driven business model in that it is a pure service model leveraging our in-house portfolio of leading-edge scanning technologies. This services business is expected to generate comparatively higher margins than equipment sales, and provides a longer stream of revenues for a given sale.”
Director of the Puerto Rico Ports Authority, Mr. Alvaro Pilar-Vilagrán, stated that “the Puerto Rico Ports Authority is implementing this unprecedented scanning program as part of Governor Luis Fortuño's efforts to reduce crime. The program aims to eliminate the import of drugs, illegal weapons and other contraband into Puerto Rico, while affording the Ports Authority a mechanism to fight tax evasion. The turn-key scanning solution proposed by the S2 division of Rapiscan prevailed in a competitive process as the most effective and efficient means of achieving the PRPA’s requirements. We believe this program will set the standard in port security, and creates a new model for public-private cooperation that achieves rapid implementation with minimum investment by the taxpayers.”
